Actually one of my client having some RDS billing issue so during peak hours he is looking for large RDS instance and during the off hours it should be reduce the size of RDS so I have created Lambda function and applied the event bridge schedule on it.

No, there is no downtime because there is a option to modify/apply immediately and it didn't restart the RDS.
